UN Delivering as One

On June 3rd 2006, Montenegro officially declared independence following the May 21st referendum on the state-status.  On June 28th of the same year, the country became 92nd member state of the United Nations.  Following the official request of the Government of Montenegro through its Ministry of Foreign Affairs, Montenegro was nominated as the One UN pilot office for 2009. 

The United Nations Country Team Montenegro (UNCT MNE) immediately began setting a stage for a more coordinate programmatic and policy approach in assisting the Montenegrin Government in its international obligations. 

2007 saw the beginning of works related to the  building on the UN Eco House, described as a unique project within the UN system as well as a best practice model in terms of process and finance. This will be the first UN eco building in the world, designed based on the ecological principles and self-sufficiency in terms of energy. It will enable the resident UN Agencies in Montenegro to pursue their collaboration and activities under a single roof and to more effectively channel and coordinate its programmatic activities in the country and assist the Government of Montenegro in achieving its national priorities regarding EU integration process as well as Millennium Development Goals.

2007 also saw commencement of work on MDG indicators for Montenegro as a member state of the UN, following the baseline produced in 2005 as a constituent Republic of the State Union Serbia and Montenegro.

There are two ongoing UNCT projects:

The ‘One UN’ pilot initiative supports a more coherent UN at a country level, based on a bottom-up and a country-specific approach through collaborative leadership between the Government, the Resident Coordinator, and the UN Country Team. 

The Government of Montenegro recognized that the ‘One UN’ pilot will foster not only the benefits for the United Nations System in the country, including the streamlined administrative support, joint programming linked to more effect funding mechanisms, and a strengthened UNCT leadership, but it will result in great advantages for the country of Montenegro including a more effective program coherence in response to national priorities.
